The Número de Identificação da Segurança Social, or NISS, is the identification number used within Portugal’s Social Security system. It is separate from the Portuguese tax number and from an immigration residence card. The NISS becomes relevant to employment, self-employment, contribution records and access to social-security rights under the applicable legislation.
What the NISS identifies
A NISS enables a person to be identified within Social Security records. It supports the administration of contributions, benefit eligibility and communications. The existence of a NISS does not establish that social-security contributions have been paid or that every benefit is available. Eligibility for a benefit depends on separate statutory conditions, such as contribution history, residence status or the relevant insured situation.
Foreign citizens and application eligibility
Foreign nationals may request a NISS through an official online procedure. Portuguese public-service information also describes applications submitted by certain legal representatives or employers. The conditions differ depending on who makes the request. A person may have a reason to obtain a NISS even when tax and healthcare registrations are not yet complete, but none of these numbers replaces proof of lawful residence where it is required.
Online application procedure
The Social Security administration provides a designated online request process for a NISS. Identification details and other required information are supplied through the official service. Submission and the later issue or collection of an identification number are distinct stages. Instructions concerning how the number is communicated may depend on the channel and current operational rules.
Employer applications and labour registration
An employer may request a NISS for a foreign worker under the applicable procedure. Portuguese guidance links employer-initiated requests to the existence and reporting of an employment relationship. Having a contract does not eliminate the employer’s duties to notify Social Security. Employment registration, payroll declarations and the worker’s immigration permission are related but legally different issues.
NISS for self-employed activity
Self-employed persons may have additional duties connected to registering an activity, reporting income and paying contributions where required. A NISS is only one element of that framework. The timing and calculation of contributions depend on the legal classification of the activity and any applicable exemptions. Work performed for a foreign customer or employer can also raise cross-border social-security questions.
Combined identification-number services
Eligible foreign residents with a Portuguese address may be able to request a NIF, NISS and SNS user number through a combined public service offered at specified Citizen Spaces. The service has defined eligibility criteria and is not a general replacement for every individual application route. The availability of an appointment or service point can differ by region.
Records and official verification
A NISS should be retained with other administrative reference information while personal records and legal status remain current. Questions about contribution statements, registration status and benefit conditions belong to Social Security rather than the immigration authority. Current application details are published by Segurança Social and Portugal’s public services portal.
